Celebrating Mark Furlong’s Career at 91��

CHICAGO, IL (June 4, 2026) Today, we celebrate the incredible career of Mark Furlong, and wish him well on his retirement journey.��

Mark’s commitment to these values has not wavered since he started at 91�� in 1986 as a job coach for the Young Adult Program. While this ethos has always been a core part of agency culture, Mark has been a standard-bearer throughout the four decades of his 91�� career.��

From 1987 to 1989, Mark provided mobile job support to members as part of a research project that contributed to the development of the IPS model of employment services. From 1989 to 1992, Mark was a Community Support Specialist at Bridge North. Entering the Jane Addams College of Social Work with Debbie Pavick, Sheila��O’Neil��and Carrie Mastoris in 1987, Mark received his��Master’s degree in social work��in 1993. From 1993 to 2015, his clinical experience at 91�� spanned many programs. He worked in intake for 91�� South, served on a Mobile Assessment Unit (now HOP), returned to Bridge North as a team leader, an assistant program director and program director, became vice president of South Side programs, and from 2011 to 2015 was senior vice president of clinical operations.��

Some of Mark’s most cherished memories from his time as a clinical leader came between 1999 and 2006 when 91�� held an annual all-agency Music Camp. One weekend a year, a group of about 25 staff and 50 members would travel to a camp in the woods and spend the days writing songs, making instruments, singing around campfires, and recording music. Beyond Music Camp, Mark fostered artistic collaboration throughout the year, recording members’ musical talents for two CD compilations and helping to organize an annual member arts and music festival.��

Mark has been part of launching a few of the many 91�� innovative programs. In 2005, Mark helped to supervise the startup of the Peer Success program. In 2006, Mark helped to oversee the DirectConnect project that successfully transitioned the first 50 class members from nursing facilities to independent apartments in the community. This pilot became the model for the State of Illinois for services under the Williams Consent Decree. In 2010, along with Brent Peterson and Fernando Valles, Mark was part of launching the 91�� Veterans Project. ��

In 2013, Mark received a Master of Nonprofit Administration degree from North Park University.��When Mark became 91��’ Chief Operating Officer in 2015, his commitment to members and staff became system-focused, working with his team to provide support and service to the 91�� staff who serve members every day.��Beyond 91��, in 2017, Mark joined the board as a founding member of the Illinois Health Practice Alliance (IHPA), a state-wide collaborative of 120 behavioral health providers. The IHPA is an independent practice association that has helped align payer and provider incentives to move the system of care toward one that is value-based and focuses on higher quality care, better outcomes, and reduced total cost of care.��

One of the most meaningful experiences as COO has been working closely with his team and watching them continuously thrive and deliver amid increasing challenges, especially during the COVID pandemic. Mark spearheaded the COVID Continuity of Operations Planning Committee or COOP, a committed group of clinical and administrative leaders who coordinated the agency’s response to a myriad of challenges presented by the pandemic, from how clinicians delivered community-based services to how facilities staff kept program and residential buildings safe and clean. Mark’s weekly all-staff emails during the first few months of the pandemic were a master class in leadership, keeping everyone informed in his trademark calm and gracious way.��

Illinois FY27 Budget Advances Mental Health, Housing, and Recovery Priorities

Early yesterday, the Illinois General Assembly finalized the Fiscal Year 2027 budget and concluded its legislative session. The budget and other measures approved by the legislature now go to Governor Pritzker for consideration. While the budget is largely flat compared to last year, there is still much to celebrate across the behavioral health and supportive housing sectors.

“Despite difficult financial headwinds, we deeply appreciate the Governor and General Assembly’s measured approach and continued commitment to supporting vulnerable Illinoisans, including those living with mental health and substance use conditions,” said Mark Ishaug, President and CEO of 91��.

91��is��proud��to partner with state Senator Mike Simmons��to��secure��a $250,000 investment to renovate��The Glenn Apartments, a single room occupancy (SRO) building in Uptown that we purchased last year to preserve affordable housing for our clients and neighbors.

In partnership with the Healthy Minds Healthy Lives coalition, we also a resolution that��raises awareness of��concerning federal actions and encourages��policymakers��to recommit to evidence-based, community-backed, and person-centered treatment and housing models.

Although additional��funding for Housing Is Recovery was not included��in the budget, we are proud of��the progress we made in��raising awareness of this vital��rental��assistance��program and laying��the groundwork for future investment. Additionally, we supported the reinstatement of proposed cuts to Home Illinois��– an important win for supportive housing amid concerns around the��future of the��federal Continuum of Care (CoC) program,��the nation’s largest investment in homeless��assistance��and permanent supportive housing.

Several��initiatives��aimed at strengthening providers’��ability to be paid fairly and on time also passed, including the��Community Partner��Fair Contracting Act and��various��provisions in the Medicaid Omnibus.

We also commend the legislature for extending a one-time $400 payment to households that have lost partial or full Supplemental Nutrition Assistance Program (SNAP) benefits due to new federal requirements,��helping individuals during the transition.

Budget negotiations were shaped by��the reality that beginning January 1, 2027, Illinois will lose significant federal dollars due to major changes to Medicaid and SNAP��outlined in HR1.��In response, the��General Assembly��identified��new revenue��sources which will be��critical to��avoiding painful cuts and��sustaining��health and human services.

Food Access as a Foundation for Stability

At 91��, food access can be the difference between stability and crisis. Many of the people we serve live on extremely limited incomes, and for some, SNAP is their only reliable way to afford groceries. Supporting access to food is part of how our staff help remove barriers to stability and independence.

Every day, staff across 91�� programs help members navigate food pantries and meal programs, access transportation to grocery stores, choose nutritious options, and stretch tight budgets so meals last all month. For Homeless Outreach Program teams, this work happens on the street through protein-rich snack packs and conversations about food, health, and immediate needs. Whether in housing or outreach, food access is treated as essential to care. These are things that 91�� staff do every day, but there are situations where we must act fast

When a recent disruption to SNAP benefits left many individuals without reliable access to food, this everyday support quickly shifted into an emergency response. Staff across programs identified the most vulnerable members, especially those whose only income was SNAP, and moved quickly to ensure no one went without food.

Through a timely partnership with Blue Cross Blue Shield, 91�� received 200 food boxes, distributed across six locations citywide. Each box included fresh produce and essential perishables, with teams prioritizing members facing the greatest need.

“Food access is not optional,” said Debra Howard-Frye, Co-Chief Clinical Officer. “It is foundational to health, recovery, and dignity. Ensuring people have what they need is part of our responsibility.”

This response was strengthened by flexible donor funding and community partnerships, which helped stabilize services during a moment of real uncertainty. Staff also shared food resources across programs and connected members to additional options throughout the city so no one navigated the disruption alone.

While the SNAP interruption created immediate strain, it reinforced a larger truth: food insecurity is an ongoing reality for many people we serve. Through collaborative community-based care, 91�� will continue to show up consistently, respond quickly, and advocate for the resources our members need to remain healthy, housed, and safe.

Governor Signs Landmark Legislation Improving Behavioral Health Access for Illinoisans with Private Insurance

CHICAGO, Ill – Last Friday, Governor Pritzker signed House Bill 1085 (HB1085) into law, codifying key measures to strengthen access to behavioral health care for Illinoisans with state-regulated private insurance.

“Signing HB1085 into law is the last step in a years long journey to bolster existing parity legislation,” said Mark Ishaug, 91�� President and CEO. “By ensuring equitable reimbursement for behavioral health services by state-regulated commercial insurance and tackling the underlying causes of poor network adequacy, Illinois is finally on track to meaningfully address the barriers to access treatment.”

91�� is thrilled to have spearheaded this critical legislation in partnership with the commitment of our legislative champions Senate President Don Harmon, Senator Karina Villa, and Representative Lindsey LaPointe. We would also like to recognize the incredible efforts of our former Senior Vice President of Public Policy and Advocacy Heather O’Donnell who led the charge in collaboration with her successor Amber Kirchhoff. Lastly, we would like to acknowledge the groundswell of support this initiative received from our partner mental health provider organizations, individual practitioners, and healthcare advocates including members of the Healthy Minds Healthy Lives Coalition.

One in 7 people struggle with a mental health condition each year. Sadly, in spite of paying their monthly premiums, many are still unable to access the care they need to fully engage in school, at work, and with their loved ones. HB1085 helps to fix this by improving reimbursement for behavioral health providers under private insurance plans, among other changes. As a result of this legislation, hundreds of thousands of Illinoisans will now have an easier time getting the care that they need to live well and thrive.

Housing Advocates Urge HUD to Avoid Forcing Thousands of Illinoisans into Homelessness

In a letter to Secretary Scott Turner, advocates outline importance of maintaining funding for housing programs

CHICAGO, Ill. — Yesterday, nearly 300 groups from across Illinois sent a letter to U.S. Department of Housing and Urban Development (HUD) Secretary Scott Turner urging the Department to renew existing grants in order to prevent a harmful gap in funding of housing and services for people who have experienced homelessness. Signatories include a diverse cross-section of stakeholders comprised of housing providers and advocates, health and disability rights groups as well as faith-based organizations and others.

The letter, led by 91�� and Housing Action Illinois, responds to reports that HUD would issue a new Notice of Funding Opportunity (NOFO) for Continuum of Care (CoC) awards — instead of renewing existing grants for another year. The for fiscal year 2025 was not released until the evening of November 13, even though the fiscal year ended on September 30. The deadline to apply is January 14, 2026.��

Existing awards have various end dates in 2026. Some will begin to expire as soon as the end of January next year, creating a funding gap that will threaten the ability of agencies to continue providing housing and services.

Based on the , on any given night, nearly 26,000 Illinoisans are experiencing homelessness. This includes more than 7,200 children, over 2,800 survivors of domestic violence, nearly 700 seniors, and more than 550 veterans. Because of the lack of affordable housing — the of homelessness — even more people are doubled up or otherwise do not have a home of their own.

“Existing federal grants start to expire early in 2026. At this late date, there is no way the federal government can undertake a brand-new funding competition without causing a monthslong gap between the end of many existing awards and the beginning of new funding,” said Bob Palmer, Policy Director for Housing Action Illinois.

For several weeks, there have been that the NOFO would be a vehicle for fast-tracking a dramatic restructuring of the program, including a 30% cap on the funds that can be used for Permanent Supportive Housing (PSH) and other permanent housing, which is in the released NOFO. Currently, more than 80% of federal CoC funding in Illinois is used for these purposes—an evidence-backed, market-based approach to ending homelessness that also generates economic activity in the form of rent to property owners and on-site services.��

“Rather than making drastic changes to the CoC program with no input from stakeholders or Congress, we urge HUD to renew existing grants for one more year as authorized by Congress to prevent a devastating gap. This will keep our community members safely, stably housed, and avoid pushing them back into homelessness,” said Mark Ishaug, President and CEO of 91��, one of the state’s largest providers of permanent supportive housing.��

The CoC Program has longstanding bipartisan support. provide the foundation for local efforts to prevent and end homelessness, currently supporting more than 21,400 people maintaining permanent housing across the state, as well as more than 27,000 emergency and transitional beds. Across Illinois, federal CoC funding currently supports more than 330 CoC grants, totaling approximately $182.5 million, to nonprofit and local government agencies.��

The National Alliance to End Homelessness that 60% of all permanent supportive housing in Illinois is federally funded, although in many downstate and rural communities, the percentage is much higher.

Pilot Program Brings Mental Health Care Inside McHenry County Jail

Communities in Illinois face a growing challenge: local jails often hold people with mental health needs, but do not have the resources to care for them. Without timely intervention, individuals can linger for weeks, or even months; their conditions worsening while waiting for what’s next.��

For too long, this has been the unjust reality for people caught in a system that wasn’t designed to meet their needs.��

In McHenry County, 91�� is working to change that. 91�� has partnered with the McHenry County Sheriff’s Office and the Illinois Department of Human Services to launch a pilot mental health program directly inside the county jail. The initiative provides individualized mental health services including therapy, medication management and education, and symptom management for individuals awaiting transfer, reducing reliance on overburdened facilities and fulfilling a much-needed mental health gap in the correctional system.��

The pilot program is staffed by a full-time team lead, a clinical therapist, and a part-time psychiatric advanced practice nurse. Early results are encouraging, with many participants already seeing positive outcomes resulting in reduced symptoms and restoration of fitness in custody.��

91�� focuses specifically on detainees who are deemed unfit to stand trial. The team provides therapy and stabilization until they are either found fit or placed in a state inpatient unit. In this work, the team has built strong partnerships with the McHenry County Corrections Team and Wellpath, the jail’s contracted medical and mental health provider, ensuring that care is coordinated and effective for each individual.��

“Many of those we serve find themselves in jail not because they’re dangerous, but because the system has nowhere else for them to go,” said BreeAnn Kaczmarczyk, 91�� Team Leader for the McHenry Correctional Facility Jail Team. “With the right support, even small interactions can prevent crises from escalating and give people a chance to get back on track.”��

Participants have access to consistent therapy sessions and medication monitoring by a prescriber. Staff work closely with each individual to address mental health needs, provide coping strategies, and help plan the next steps to stability. Staff also support participants as they move through the legal process.��

“This program is about more than the care inside the jail,” says Anneliese Thurston, 91��’ Area Director of Clinical Operations in McHenry. “It’s about creating stability for people when they’re at their most vulnerable and showing that even in a system that wasn’t designed for them, they can still get the help they deserve.”��

By providing care directly within the jail, the program also challenges the stigma around mental health and speaks to how collaboration amongst agencies builds a stronger, more supportive community for all.��

A Win for Affordable Housing: 91�� Acquires The Glenn Apartments

In a major step toward protecting Chicago’s affordable housing market, 91�� has officially acquired The Glenn Apartments, a 100-unit single-room occupancy (SRO) building in the historic Uptown neighborhood. This acquisition supports 91��’ mission to provide housing and services, ensuring all residents, including 61 existing members, can stay in their homes and preserving The Glenn as a safe space for people facing homelessness or low income.

SRO housing plays a critical role in Chicago’s housing landscape, offering naturally affordable units in neighborhoods where rising rents have pushed many residents out. Too often, SRO buildings are sold to the highest bidder, converted to market-rate apartments, and dozens of affordable homes disappear. But in this case, The Glenn’s previous owner made an uncommon and commendable commitment—to preserve affordability and protect the people who live there.

91�� worked closely with the owner to purchase the building outright, allowing the organization to maintain current housing and begin planning for improvements, all while ensuring no one is displaced.

“We’re incredibly grateful for this unique opportunity to preserve affordable housing in Uptown, a neighborhood that has seen similar buildings turn into market-rate apartments, which has caused countless residents to be displaced,” said Mark Ishaug, President and CEO of 91��. “At 91��, we know stable housing is a crucial element of helping people thrive, and we’re so proud to be taking on this new project that will preserve access for those who need it most. We’re thankful for the generosity of partners who have helped make this undertaking a reality.”

The acquisition was made possible through a collaborative effort between 91��, the City of Chicago, and a group of committed philanthropic partners. 91�� raised the funds to meet the high cost of acquisition and future capital needs while keeping rents affordable and meeting all requirements of the City’s SRO Preservation Ordinance. “The Glenn is more than a building — it can be seen as a model for preserving naturally occurring affordable housing in a broken market,” said Nadia Underhill, Vice President of Housing & Real Estate at 91��. “This project demonstrates that through strategic partnerships, there are ways to ensure that people aren’t priced out of their homes or communities. Now is the time to find innovative solutions to address housing insecurity in Chicago, and we’re hopeful that this partnership is the first of many that can help preserve more affordable units in the future.”

91�� will begin upgrades to each unit over the coming months, making improvements while keeping residents stably housed.

91�� is looking for qualified contractors to bid on renovations for The Glenn SRO apartments. Beginning late summer 2026, The Glenn apartments will undergo renovations. This project will include updates to HVAC, lighting, flooring, and painting, as well as remodeling of the restrooms and other building modifications. We are seeking contractors for this project through an open bidding process.

The first walkthrough will be February 18th, and the final walkthrough will be on March 3rd. The due date for bids is 5pm on March 16th.

Influential New Laws Expand Mental Healthcare in Illinois

91�� is thrilled to share the upcoming signage of several critical bills that will significantly improve access to quality care for Illinois residents. These bills will eliminate prior authorization for mental health stays (HB5395: Healthcare Protection Act), restrict junk insurance (HB2499: Eliminating Junk Insurance), and other instrumental changes to improve access to mental healthcare. The Healthcare Protection Act prohibits insurance companies from requiring prior authorization for the first 72 hours of an inpatient mental health stay, making a psychiatric hospitalization far more accessible when it is needed. It also bans step therapy, an insurance practice that requires a patient to try a lower-cost drug or therapy first.

“The elimination of prior authorization for the first 72 hours of inpatient mental health stays is a game-changer,” said Heather O’Donnell, Senior VP, Public Policy and Advocacy at 91��. “This removes a significant barrier for individuals experiencing a mental health crisis, ensuring they receive the immediate care they need and deserve.”

The ban on step therapy also eliminates a frustrating and potentially harmful practice. “Patients shouldn’t have to jump through hoops to access the treatment their doctor recommends,” O’Donnell shared. “This legislation empowers patients and providers to make informed decisions about the most effective course of care.”

HB2499 is also being signed, banning “junk insurance.” This is another victory for consumer protection, as previous plans left individuals with significant mental health needs vulnerable. This legislation gives individuals greater access to behavioral health coverage and services.

In addition, the increase of Medicaid psychiatry reimbursement rates and lifting of prior authorization for specific medications are crucial steps toward making quality mental healthcare more affordable for low-income residents. These measures will allow us to serve more Medicaid recipients and ensure they have the resources to stay on their medications and manage their conditions effectively.

The “Housing is Recovery Program” has expanded from age 21 to age 18 to include a wider range of younger adults who are exiting homelessness, demonstrating the joint commitment to addressing the root causes of mental health challenges. “Stable housing is a cornerstone of recovery,” said O’Donnell. “This program provides a crucial support system for those rebuilding their lives.”

These new laws create a more supportive environment for individuals seeking support at 91�� and beyond. Our teams are committed to working within this improved system to deliver the highest quality care possible.

“With these advancements, we can transform mental healthcare in Illinois,” shared O’Donnell. “We look forward to continue working with individuals, families, and communities to make the most of this progress.”

Several other important bills are on their way to being signed in this year’s session, including:

Requiring private insurance companies to reimburse behavioral health professionals at a fair rate (HB4475: Strengthening Parity, Network Adequacy & Access)
Lowering the eligibility age for the Housing is Recovery Program from 21 to 18 (SB3297: Making the Housing is Recovery Program Available to Youth 18 and Older)
Lifting prior authorization requirements for certain psychiatric medications (SB3668/Medicaid Omnibus)
Increasing Medicaid psychiatry reimbursement rates (SB3668/Medicaid Omnibus)
Establishing an Administrative Burden Task Force to reduce paperwork for mental health providers (HB5094: Establishes an Administrative Burden Task Force)
